SUMMARY OF SPECIFICATIONS:

PUBLIC NOTICE COPIAGUE UNION FREE SCHOOL DISTRICT -NOTICE TO ENERGY PERFORMANCE CONTRACTING FIRMS- The Copiague Union Free School District is requesting proposals from energy performance contracting firms for the implementation of energy conservation measures on a District-wide basis. Proposals must be received at the District’s Central Administration/ Board Office at the address provided herein by no later than Monday, August 29, 2016 at 3:00 P.M. Late proposals will be returned unopened. You are invited to submit a proposal in accordance with the requirements of the District’s Request for Proposals for the following Project: DISTRICT WIDE IMPLEMENTATION OF ENERGY CONSERVATION MEASURES ON A PERFORMANCE CONTRACTING BASIS AT THE COPIAGUE UNION FREE SCHOOL DISTRICT The District’s Request for Proposal, together with the appendices and documents referenced therein may be obtained from the District’s Central Administration/ Board Office located at 2650 Great Neck Road, Copiague, New York 11726 commencing on Thursday, July 28, 2016 between the hours of 9:00 a.m. and 4:00 p.m., excluding holidays. A mandatory pre-proposal review of the proposal requirements and walk-through inspection tour of the facilities will be held on Monday, August 8, 2016, at 3:00 p.m. which will begin at the District’s Central Administration/ Board Office located at 2650 Great Neck Road, Copiague, New York 11726. At this meeting, additional information will be distributed concerning maintenance costs, energy costs, building data, state aid ratio, etc. In addition, arrangements may be made for additional site surveys beyond the initial walk-through. To prevent opening by unauthorized individuals, the proposal should be identified on the envelope or other wrapper as “Proposal, Energy Performance Project for the Copiague Union Free School District”. Proposals may be mailed or hand delivered. No proposal will be accepted by electronic mail or facsimile transmission. All proposals should be addressed to: Mr. Peter H. Michaelsen Assistant to the Superintendent for Finance and Operations Copiague Union Free School District 2650 Great Neck Road Copiague, New York 11726  The District reserves the right to amend its RFP for any reason or based upon questions and issues raised at the mandatory pre-proposal meeting and/or received in writing during the proposal process. Participating Energy Performance Contractors represented at the pre-proposal conference will receive all such amendments in writing. If you have any questions concerning the RFP, please submit all questions in writing to the District’s Architect, Wendel WD Architecture Engineering Surveying & Landscaping Architecture, P.C., by mail addressed to Lindsay Brownschidle, 375 Essjay Road, Suite 200, Williamsville, N.Y. 14221, or by electronic transmission to lbrownschidle@wendelcompanies.com with a copy to Peter H. Michaelsen , Assistant to the Superintendent for Finance and Operations, in writing by, electronic transmission to PMichaelsen@copiague.net or by facsimile transmission to 631-841-4613. The RFP does not “obligate” the District to award a contract, pay any cost incurred in the preparation of a proposal in response to the RFP, or to procure or contract for services. The District intends to award a contract on the basis of the best interest and advantage to the District, and reserves the right to accept or reject any or all proposals received as a result of the RFP, to negotiate with all qualified Proposers/Respondents (hereinafter referred to interchangeably as “Proposer” and/or “Respondent”), or to cancel the RFP in part or in its entirety, if it is in the best interest of the District to do so. The District may select as the successful Proposer that proposal which, in the District’s sole discretion and with whatever modifications the District and the Proposer may mutually agree upon, best meets the District’s requirements whether or not that proposal is the lowest priced. No Proposer shall have any legal, equitable, or contractual rights of any kind arising out of its submission of a proposal.
